The moon pulls on the whole earth, but it pulls hardest on the side facing it. The oceans bulge toward the moon and, on the far side, away from it. As the earth turns beneath these bulges, the shore sees two high tides and two low tides nearly every day. The sun helps too, which is why some tides are higher than others.
