Goal: Type a full passage of real text at a steady pace. Follow the command word. Give a reason, support it with evidence and qualify your conclusion when needed.
Proposal A would extend library hours. Proposal B would buy more copies of popular books. Both aim to improve access to reading, but they solve different problems. Longer hours help pupils who cannot visit during the day. Extra copies help when many pupils want the same title. The better choice depends on evidence about opening times, queues and borrowing requests; neither proposal is automatically best in every school.
