A cyclist travels 18 km in 1.5 hours. Average speed = total distance / total time, so 18 / 1.5 = 12 km/h. At this average speed, a 30 km journey would take 30 / 12 = 2.5 hours. This prediction assumes the same average speed for the whole journey. A longer stop or a steeper route could change the actual time.
